"+x" in the table refers to the extra-credit. The average and median are counted only among the non-zero scores (this is especially important when you consider extra credit grades, as many people skip them).
The above statistics are taken at the time of the hw/test. Since some people might be dropping the class, the statistics used for final grade computation may be slightly different (usually a couple points higher avgs).
As explained in the class, the extra-credit score is never really added to the grade --- it is used to justify possible pulling the grade up in the border cases. The main goal of extra credit is to give you an extra challenge and to allow you to distinguish yourself.
Everybody's worst homework grade will be deleted, but not the last homework grade. However, you should save this for emergencies, since no personal exceptions will be given for illness, etc. If you had serious excuse (e.g. documented illness) not to do the last homework then the final exam's weight will be increased, and your total homework's weight will be decreased accordingly. If you had maintained consistently good performance in all your homeworks (so that you do not benefit much from dropping the lowest score), this will be treated as extra-credit, so do not skip an assignment just because you did well in all the others. Moreover, if you missed an assignment due to a good excuse, I still strongly encourage you to do it anyways - even if you do not get any credit for it - and solicit feedback from the TF. There is a strong correlation between doing the assignments and understanding the corresponding topics (and it shows on the tests!).
