Robinson Tiles (slightly modified) allow a simple explicit
"Central" tiling.
Its horizontal and vertical shifts
by 2^k affect only 2/2^k fraction of tiles.
This allows
defining 2-adic shifts: (finite or infinite) combinations
of shifts by different powers of 2.
Then all tilings are
2-adic shifts of this Central tiling and its 3 reflections.
